基于刚性约束的宿迁黄河故道片区水资源配置研究

摘要:
目前,宿迁黄河故道片区河道调蓄空间不足,雨洪资源无法有效利用;供水能力不足,制约水资源开发利用;水系连通不畅,区域水环境容量不足。开展基于刚性约束的宿迁黄河故道片区水资源配置研究,可促进区域水资源的优化配置,提高水利保障能力。在水资源刚性约束要求下,需水层面提出刚性、刚弹性、弹性需水三个层次,采用遗传算法建立了刚性约束水资源配置模型,以可用水量配置了黄河故道片区刚性需水。结果表明,在规划水平年现状工程条件下的可用水量不能满足规划水平年2025年、2030年90%保证率下的刚性需求。因此,未来必须增加外调可用水量,建设龙岗枢纽工程、朱海站、洋河引水工程三大工程。本次配置为宿迁建设黄河故道生态富民廊道提供了水资源保障方面的科技支持。

Research on Water Resource Allocation in the Old Course of Yellow River Area in Suqian Based on Rigid Constraints

Abstract:
At present, there is insufficient water storage space in the Yellow River old channel area of Suqian, and rainwater and flood resources cannot be effectively utilized; Insufficient water supply capacity restricts the development and utilization of water resources; Poor connectivity of water systems and insufficient capacity of regional water environment. Carry out research on water resource allocation in the old course of Yellow River area in Suqian based on rigid constraints, promote the optimization of regional water resource allocation, and improve water conservancy guarantee capacity. Under the rigid constraint requirements of water resources, three levels of rigid, rigid and elastic water demand are proposed at the water demand level. A rigid constraint water resource allocation model is established using genetic algorithm, which allocates the rigid water demand of the old Course of Yellow River area with available water. The results indicate that in the planning level year, the available water quantity of the current engineering conditions cannot meet the rigid demand under the 90% guarantee rate in the planning level years 2025 and 2030. In the future, it is necessary to increase the available water quantity for external transfer, Construct four major projects: Longgang Hub Project, Zhuhai Station, Yanghe Water Diversion Project, and Qibao Lake Diversion Project. This configuration provides scientific and technological support for the construction of the ecological corridor of the Yellow River ancient channel in Suqian in terms of water resource protection.
