黄河下游生态型引黄灌区水资源承载力研究

摘要:
黄河流域生态保护和高质量发展,与民族伟大复兴和永续发展休戚相关。黄河流域生态型灌区建设是当下生态文明建设的重要组成部分,为了更好贯彻落实习总书记在黄河流域生态保护和高质量发展座谈会上的重要讲话精神,本文以生态型灌区水资源承载力理论为研究基础,采用模糊集对分析法对黄河下游典型引黄灌区进行水资源承载力综合评价。评价结果表明,2010~2013年大功灌区水资源承载力形势不容乐观,2014~2016年大功灌区接近三分之二的区域水资源承载力形势有较大好转,直至2017年大功灌区整体水资源承载力状态达到承载。本研究可为进一步开展生态型引黄灌区水资源优化配置奠定基础,同时为黄河下游引黄灌区高质量发展提供技术支撑。

Study on Water Resources Carrying Capacity of Ecological Diversion Irrigation District in the Lower Reaches of the Yellow River

Abstract:
The ecological protection and high-quality development of the Yellow River Basin are closely related to the great rejuvenation and sustainable development of the Chinese nation. The construction of ecological irrigation area in the Yellow River Basin is an important part of the current ecological civilization construction. In order to better implement the spirit of General Secretary Xi’s important speech at the Symposium on ecological protection and high-quality development in the Yellow River Basin, based on the theory of water resources bearing capacity of ecological irrigation area as the research basis, the fuzzy set pair analysis method is used to comprehensively evaluate the water resources carrying capacity of typical irrigation areas in the lower Yellow River in this paper. The evaluation results show that water resources carrying capacity was not optimistic in Dagong irrigation district from 2010 to 2013 and it witnessed a great improvement in the nearly two-thirds district from 2014 to 2016. It was until the year of 2017 that Dagong Irrigation District satisfied its overall water resources carrying capacity. This study can lay a foundation for further optimization of water resources allocation and provide technical support for the high-quality development of the Diversion Irrigation Area in the lower reaches of the Yellow River.
