| 本文在梳理国内外大坝安全监测相关规范及实践经验的基础上，研究提出了大坝安全监测系统评价总体框架，分析了安全监测设施可靠性及完备性、监测系统运行维护和自动化系统评价要素及评价方法等。大坝安全监测系统评价内容包括监测设施完备性评价、监测设施运行维护评价和自动化系统评价，监测设施备完备性评价基于监测设施考证资料、现场检查与测试和历史测值分析等方法评价为可靠或基本可靠的监测设施是否满足大坝安全监控要求；监测设施运行维护评价包括运行管理保障、观测与维护以及资料整编分析等；监测自动化系统评价内容包括数据采集装置、计算机及通信设施、信息采集与管理软件、运行条件和运行维护等方面。监测系统综合评价分为正常、基本正常和不正常三个等级，监测系统评价为正常，应继续运行；监测系统评价为基本正常，可继续运行，宜及时修复完善；监测设施评价为不正常，应及时更新改造。 |

| On the basis of combing the relevant technical specifications and practical experiences of dam safety monitoring at home and abroad, the paper puts forward the overall framework of dam safety monitoring system appraisal.The evaluation elements and methods of completeness of safety monitoring facilities, effectiveness of monitoring system operation and maintenance , reliability of automation system are analyzed and establishedCompleteness of safety monitoring facilities is evaluated with that, whether reliable facilities layout meet dam safety monitoring requirments, Reliable facilities are determined through check of monitoring sensors installation information, check and test of monitoring facilities, analysis of monitoring data. Operation and maintenance evaluation is concerned with management regulation and supporting resources, observation and maintenance status, monitoring data analysis situation. Automation system evaluation is major related with monitoring acquisition units, computer and communication equipments, sofetware of data acquisition and management, operation conditions and maintenance status. Dam safety monitoring overall evaluation is classified with three grades, which is normal, basic normal,and unnormal.Normal monitoring system should be in operation.Basic normal monitoring system may be in operation,and should be repaired.Unnormal monitoring system should be updated. |
