基于“纲—目—结”框架的山地水网规划探索

摘要:
山地区域水资源时空分布不均、水利发展不平衡,水网规划系统性、协同性需求更为迫切,但相关研究相对欠缺。“纲—目—结”框架以“纲统全局、目织全域、结强全网”为核心内涵,为山地水网规划提供了创新性理论指引。本文基于山水基底特征、时空统筹要求与人网协同理念,系统开展山地水网特征解析,界定山地水网“纲—目—结”的核心内涵与层级关系,明确山地水网规划的核心诉求与关键导向;融合国土空间规划系统思维与科学治水方针,整合层级划定法、机器学习法、主客观组合赋权法、逼近理想解排序法,构建涵盖“纲—目—结”3大空间层级、“集、引、调、联、输、配、蓄、统、控”9大功能维度的山地水网综合评价方法体系,精准识别山地水网规划与建设中的瓶颈问题。以典型山地区域渝西为例,结合山地水网规划建设的核心痛点,探索适配山地特色的水网规划方法体系:以“纲”为基,锚定山地水网主骨架与大动脉的建设目标及发展方向,统领水网规划顶层设计;以“目”为脉,聚焦重大水资源配置与互联互通工程,制定针对性规划策略,织密水网和畅通传输脉络;以“结”为核,围绕控制性调蓄工程、重点水源工程提出规划建议,提升水网核心结点效能。以此丰富山地水资源优化配置与水网规划的研究体系,并为山地水网高质量规划提供理论支撑与实践参考。

Abstract:
Mountainous areas are characterized by significant spatial and temporal heterogeneity in water resource distribution and unbalanced water conservancy development, which makes the improvement of systematisms and coordination in water network planning an urgent key issue. However, existing relevant research still has obvious shortcomings. The "Gang-Mu-Jie" framework, with the core connotation of "Gang governing the overall situation, Mu weaving the whole region, and Jie strengthening the entire network", provides an innovative theoretical guidance for mountain water network planning. Based on the characteristics of mountain-water base, the requirements of spatial-temporal coordination and the concept of human-network synergy, this paper systematically analyzes the characteristics of mountain water networks and clarifies the core demands and key orientations of mountain water network planning. Integrating the systematic thinking of territorial space planning and the scientific water governance policy, this paper combines the hierarchical delimitation method, machine learning method, subjective-objective combined weighting method and Technique for Order Preference by Similarity to an Ideal Solution (TOPSIS), and constructs a comprehensive evaluation method system for mountain water networks covering 3 spatial levels of "Gang-Mu-Jie" and 9 functional dimensions of "collection, diversion, regulation, connection, transmission, distribution, storage, coordination and control", so as to accurately identify the bottleneck problems in the planning and construction of mountain water networks. Taking the typical mountainous area of Western Chongqing as the research area, combined with the core pain points in the planning and construction of mountain water networks, this paper explores a water network planning method system suitable for mountain characteristics: taking "Gang" as the foundation, anchoring the construction goals and development direction of the main framework and artery of the mountain water network, and leading the top-level design of water network planning; taking "Mu" as the vein, focusing on major water resource allocation and interconnection projects, formulating targeted planning strategies to densify the water network and smooth the transmission veins; taking "Jie" as the core, putting forward planning suggestions around the controlling regulation and storage projects and key water source projects to improve the efficiency of the core nodes of the water network. This study enriches the research system of optimal allocation of mountain water resources and water network planning, and provides theoretical support and practical reference for the high-quality planning of mountain water networks.
