传统的流域水资源多目标调度协调方法一般是通过求解多目标优化调度问题以协调各调度目标之间关系,且大多通过水库水位进行优化调度。对于河网水系密布、城市化程度较高、以河道水位控制为主的平原区流域而言,不同时期的调度目标需求表现各异,相应的水资源调度存在一定独立性,有必要对不同调度目标之间关系进行统筹协调。在充分考虑流域水资源多目标调度与河道水量关系的基础上,提出河道水位控制线概念,总结以防洪、供水、生态为调度目标的河道水位控制线内涵和特征,分析其在年内的变化特征,研究基于河道水位控制线的流域水资源多目标调度协调方法。以秦淮河流域为例,构建并求解了河网水动力水质模型,计算得出不同水文频率下河道水位控制线方案指标值,确定了防洪、供水、生态对应的河道水位控制线,研究了基于东山站水位控制线的秦淮河流域防洪-供水-生态协调方法,验证了方法的有效性和适用性。 |

The traditional coordination methods of multi-objective scheduling for basin water resource mostly solve them as multi-objective optimization scheduling problems,and mostly rely on reservoir water levels for multi-objective optimization scheduling of water resource. For Plain area basins with dense river networks, high levels of urbanization, and a focus on river water level control, the demand for scheduling objectives varies at different times, and the corresponding water resource scheduling has a certain degree of independence. It is necessary to coordinate and coordinate the relationships between different scheduling objectives. On the basis of fully considering the relationship between multi-objective scheduling of basin water resource and various types of water volume in rivers, the concept of river water level control lines is proposed. The connotation and characteristics of river water level control line with flood control, water supply, and ecology as scheduling objectives are summarized. A multi-objective scheduling coordination method for watershed water resources based on river water level control lines is proposed. Taking the Qinhuai River Basin as an example, based on the construction and solution of the hydrodynamic water quality model of the river network, the index value changes of various river water level control line schemes under different hydrological frequencies are analyzed. The river water level control lines corresponding to flood control, water supply, and ecology were determined, and a flood control water supply ecological coordination method for the Qinhuai River Basin based on the Dongshan Station water level control line is proposed. The effectiveness and applicability of the coordination method of multi-objective scheduling for basin water resource based on the river water level control line are verified. |
