太湖流域湖西区金坛城区洪水风险区划研究

摘要:
为研究山地-平原过渡城区洪水风险区划分析方法,选择太湖流域湖西区腹部的金坛城区为研究对象,划分了区划单元,分析了区域洪水来源和洪水量级,利用构建的金坛城区洪水风险分析模型开展了洪水模拟计算,确定了洪水风险区划等级,绘制了金坛区洪水风险区划图。结果显示,金坛城区遭遇50年一遇洪水时,淹没面积为298.03 km2,大部分受淹区域的淹没水深超过1 m,遭遇100年一遇洪水时,淹没面积为325.58 km2,淹没水深在1.0-2.0 m范围内的淹没面积占比最高;金坛区洪水风险分为高风险、中风险、低风险三个等级,高风险区域面积96.43 km2,中风险区域面积165.81 km2,低风险区域面积556.31 km2,区内无极高风险区域;从洪水风险等级分布来看,金坛区低风险区域面积占比较大,中高风险区主要分布于通济河、通济南河与丹金溧漕河沿线区域。本文研究成果可为常州市洪水风险管理、防洪规划、减灾政策的制定和国土空间管理等提供基本依据。

Research on Flood Risk Zoning of Jintan City in Huxi District of Taihu Lake Basin

Abstract:
In order to study the flood risk zoning analysis method of mountainous-plain transitional urban area, Jintan urban area in the west of Taihu Lake Basin was selected as the research object. The division unit of Jintan urban area is divided, and the regional flood source and flood magnitude are analyzed. The flood simulation calculation was carried out by using the constructed flood risk analysis model of Jintan urban area. According to the calculation results, when Jintan urban area encounters a 50-year flood, the submerged area is 298.03 km2, and the submerged depth of most flooded areas is more than 1 m. When Jintan urban area encounters a 100-year flood, the submerged area is 325.58 km2, and the submerged area with submerged depth in the range of 1.0-2.0 m accounts for the highest proportion . The flood risk zoning grade is determined, and the flood risk zoning map of Jintan District is drawn. The results show, The flood risk in Jintan District is divided into three types: high risk, medium risk and low risk. The high-risk area is 96.43 km2, the medium-risk area is 165.81 km2, and the low-risk area is 556.31 km2. There is no extremely high risk area in the area. From the perspective of the distribution of flood risk levels, the low-risk areas in Jintan District account for a large proportion and medium-risk areas and high-risk areas are mainly distributed along the Tongji River, Tongji Nan River and Danjin Licao River. The research results of this paper can provide a basic basis for flood risk management, flood control planning, formulation of disaster mitigation policies, and land management in Changzhou.
