随着人口增长和经济的迅速发展,太湖流域出现了洪涝灾害、水资源短缺与水环境恶化三者并存的局面,水资源问题已成为制约区域经济社会可持续发展的主要因素。依托防洪工程体系和河湖水系,完善洪水调控方式,促进洪水与水量、水质调度相结合,对于强化太湖流域水资源综合管理具有重要意义。在分析太湖流域洪水特性的基础上,结合降水和水位等要素,划分了太湖流域“洪水期”,从水量平衡角度识别和解析了太湖流域洪水过程,阐明了太湖流域洪水资源利用的实质,提出了流域洪水资源利用的防洪安全、供水安全及水环境安全约束条件,初步总结了太湖流域洪水资源利用识别体系,为开展太湖流域洪水资源利用评价和改善流域洪水调控模式奠定了基础。 |

With rapid urbanization, population growth and rapid economic development, the Taihu Lake basin is confronted with the coexistence of flood disaster, water shortage and water environment deterioration. Water resources have become a main factor constraining the sustainable development of regional socio-economic environment conditions. Based on the flood control engineering system and river network, the flood operation ways should be improved and the flood, water supply and water environment regulation should be integrated, which is vital for enhancing the comprehensive management of water resources. Based on the analysis of the flood characteristics, the authors of this paper identified the annual flood period using both the basin areal precipitation and water level of the Taihu Lake. Also, the flood rising and falling processes were analyzed from the aspect of the water balance in the basin, then the essence of the flood resources utilization in the Taihu Lake basin was illustrated. Finally, the constraining conditions for the flood resources utilization considering the flood control, water supply and water environment safety were stated. These analyses have provided a theoretical basis for the flood resources utilization assessment and flood regulation modification in the Taihu Lake basin in the future. |
